look for DA/PA TF/CF the higher these metrics the better the site. also, the website needs to be in your niche aka if you're having a site about dogs you getting links from a site that is about clothes will help you with absolutely nothing

depends on the niche and your needs. i usually go for at least 10-125 depending on the power of my competitor's links

Id say it needs to be above 20 to be worth your time at a minimum. Also take a look at the number of backlinks the site you want to link to you has, if there's a lot of good sites linking to it, it could be an indication of the sites quality.

A website's popularity can be judged by viewing its DA & TF. If both the metrics are high & above a certain level which has been marked standard, the website can be considered as good to use for making backlinks.

Most importantly, prior making backlinks you need to check whether they website is related to your niche or not. If not, then it won't be advantageous in terms of getting traffic on your website. Another important thing is that, a website must be attaining huge traffic than only it will be beneficial for you to get good inbound like to your site.

Look it up on Majestic and see the backlinks going to it. DA and TF can still be manipulated. If the page and domain has solid backlinks, go for it.

Look where you back linking what's its DA/PA and most essential is that anchor text ratio. If the ratio is slightly ups and down Google will penalty n your website so that reasons be careful about anchor text ratio and try to relevant back linking from other website.

You can check DA/PA and the Alexa ranking of the website. Also, it is important that the website that you want to build a link is related to your industry.
