What kind of tools are you using to generate your sitemap.

The presence of a site map has nothing to do with why your site's pages are or are not being indexed. Search engines will index all of the pages of a website if they are worthy of being indexed and can be navigated to by a crawler. They do not need a site map to do that.

It sounds like the problem is with your site navigation. If the sitemap generators are having trouble crawling the site and cannot find more than 19 pages, it's likely that the same will happen with a search engine bot. Site map tools (and search engine bots) can only crawl all the pages if there are links to all of the pages within the site.

There also could be a problem with the robots.txt file that is blocking access to pages.

If you are using a CMS platform, it is best to ask your developer to write the code in such a way that the sitemap automatically gets updated each time a new page is created. Most free tools allow only upto 5000 URL's
