If we want to show website in specific regions only. Should we hide it from all other area?

One of my client want only New York Boroughs audience to see his website. With developer help , he set website in such way that only people of this area can see his website. Even google cannot check website in other areas. This is what i can see when i checked website in GSC. Snapshot: http://prntscr.com/i0jzk2 Do you think this is a good idea?

    If he never wants to get search engine traffic, at all from anywhere, then it is fine I guess. Dumb. I mean ridiculously stupid idea. I have never seen anyone do that, but as long as the owner has no interest in search traffic it won't really hurt anything. It is not going to show up in search rankings.

    I would love to hear the reason the owner thinks showing a blank page to people is a good idea, no matter where they are from.

      And why would anybody not want to get found. Sure, the New Yorker's are the people will only buy but free traffic from search engines won't hurt.

              I prefer the one on the left.

              But seriously, why not just state on the front page "Serving New York City exclusively"? Or maybe include, "in these area codes", and then have their contact info. I don't think the client is doing any favors to themselves by blocking pages from some of the spiders. I'd say let the prospective customer determine if they qualify for doing business.
