Did it work in the past? Have you recently changed anything in the robots.txt or .htaccess files? You may be blocking the Google spider from crawling your site properly, or even at all.

Log into Google Search Console and look at the warning messages. Fetch the sitemap and see what happens. If you still get a 403 error, follow Google's recommendations to try to resolve it.

If you get the message inside webmaster tools make sure you don't have anything blocking robots AND, more importantly, make sure you added the right variation of your website.

    https:// is different than
    http://
    Which is also different than
    h-t-t-p://www.

So if you added h-t-t-p://www.yoursite.com and you're trying to get webmaster tools to scan h-t-t-p-s://www.yoursite.com/sitemap.xml you might have issues.

    Cheers
