Can google penalised old domain be restored to compete?

I purchased an old domain and i figured out it was penalised, so i was wondering if there is a way or if its possible to resotre and rank the website on google.

    Yes, it is possible to restore the old domain by submitting it to google and manually ask to remove penalty. But, some times you also lose domain authority and page authority of the domain. Also, this process takes a few months to restore.
