What can someone do without access to a website's content to increase search traffic? What aside from back-linking?

    Create value!

    Ask yourself this question. "Why would someone want to visit my website? What's in it for them?"

    Once you can answer that question, create more and more content that answers that question well.

    People will naturally share your pages if they contain valuable information. If your main website is all about sales, you may need to create another component of the website that offers free value via a blog, eBooks, videos or whatever.

    Ultimately, provide valuable content that people care about and search for (Google Keywords Research Tool can help you figure out what people search for) and the traffic will come and Google will rank your stuff.

    First-of-all, having no or low backlinks doesn't do any good to SEO because SE's still count your backlinks as an important ranking factor.

    Instead of doing backlinking yourself, you can write good contents and regularly showcase yourself on social media or other high traffic venues. If you get traffic already probably you may get some backlinks from some of your readers and then rank high.

    Aside from backlinking you can try content marketing in which will target your users effectively by not only keywords but also entities within the content that will support your subject for the audience.

    Posting shareable content will help you generate more natural backlinks.
    Reach out to the big shots in your niche if you are sure you have interesting content, convince them to check out your blog and link backs from their blog.
    Post articles in a high PR submission directory, and leave links to your website. Be sure that the articles you post are unique and of good quality. Also don't stuff it with too many keywords so it doesn't get rejected.

    Apart from backlinks, you can work upon content. Share content on Social media and high Domain Authority sites. If people like what you share, you wont need to build backlinks, they will share it.
