A backlink from PA20 DA90 or from PA30 DA60, which is best?

This query is little tricky and it involves lot of stuff to rank higher in SERP.
Here, each has its own strength in making your website rank high.
P.A. should have Quality and Authority of a specific page. It is based on quality and relevance of links.
D.A. refers to overall strength of entire domain.
So, google crawlers first identifies and gives the weightage to best(top) D.A and gives next to the P.A.
Note: In this case also if some pages has good worthy content and more valuable information in it then it will have high P.A.
Even-though if we choose any one of above, and if we considered it is bad backlink then it is useless and may hit by google penalty. We should consider lot more parameters while taking consideration into account.

DA has nothing to do with the value of a link unless your link is showing up on the home page of that site.

Both DA and PA are highly inaccurate.

Its a third party metrics from Moz. So, they won't matter what you choose.

Neither or both. DA and PA are not part of any search engine algorithm. Check the pages out yourself and see which seems like a better link for your site. Or, better yet, why not get both?

I would not focus on such metrics as DA and PA.

As MikeFriedman stated, those numbers are inaccurate because they are nothing more than estimates of a website value that is changing with time, anyway.

Instead, first focus on a relevancy of those websites to yours. Look at backlinks that are going to those websites as well and check for anything that looks questionable. Analyze any trends in traffic over time to see if it is growing or dwindling.

Adopt a mindset that every website you have the possibility to get a backlink from had SEO work done on it and therefore it can always carry some penalty with it. It is your job to closely analyze those sites before you finalize that link.

One link most likely won't pull you down, but if you are careless and start accumulating them with time, you can get into trouble.

Try to get a better feel for the managers of those websites as well. Best ones are those that are serious about their work and continuously growing. Links coming from healthy, growing and active websites are only getting stronger with time.

There are plenty of website owners or moderators that are not taking care of the website at all or maybe selling links. Those links are either gonna weaken over time as the traffic goes down to 0, or get a penalty one day.

Ultimately, building links should never be about quantity, but quality. Taking a closer look at the website itself and its growth will give you better value estimate than metrics like DA and PA. I hope this helps.

Well 1st no go with moz metrics , i saw many domains da 50 and pa 50 but their link spam and da 30 and pa 30 perform well than because they have natural link . So i can't say fully confident what is best.

But in Ranking pa and da both matter , so i will go with pa 30 and DA 60 . But again backlink matter here
