Keyword Researching confusion

Hi guys I need your help. Can anyone help me solving this question.
While doing keyword research for a keyword on google.com it shows 54,00,000 and when i search that keyword by using inverted comma it shows 16,500 after that i checked that keyword in ahref it shows 40 keyword difficult.
Is it a good keyword if i go with inverted comma metrics.
Please help me.I am getting confused.
