How does the pagespeed of the homepage affect the overall rankings (subpages) of a website?

My homepage (root) has plenty of images and links and therefore is really really slow. The homepage gets 30/100 in pagespeed score and the subpages 99/100. Will the entire site be flagged as "slow" by because of the homepage pagespeed and will it affect the rankings of the subpages?

Some people say that the page speed ranking factor is applied to each individual page, but is that really true?

It's page speed that they are measuring, not site speed. It goes by page.

Honestly, its impact on rankings is minimal at best.

Regardless of SEO, you need to optimize your images otherwise your traffic will leave because the page takes too long to load in their browser.

That 30 score is way to slow. Nobody will wait around for that to load.
