Putting content into a online brochure

Hello everybody. I'm pretty new to SEO, and im currently just learning and researching.
I have noticed quite a few sites put their content into an "online" version of a brochure. I would imagine this is terrible for SEO and showing up in the Serps. Here is an example (im not affiliated with this site) http://www.esjostrom.no/pdf/VB_ide_2017-2018.html
As i said, i imagine this is terrible for SEO, but does anybody here have some hard facts about the effects of putting content in this format? (online brochure)
