1. I'm thinking of purchasing 200 citations of Fiverr. Can doing this hurt my local ranking?

2. Can purchase 1000 Google map point citation hurt my ranking?

3. Also thinking of changing my Business Name on GMB to better describe my business, but I've done this once before. Will doing so affect my rankings and if not, what's the best thing to do about the 14 citations I already have?

This SEO stuff is a mindfield!

    The first two are not good options, So don't do that. The last one is best to avoid because you need to recreate brand image and people are used to with your current business name. No doubt that you can change and redirect the old url to new one but there is always a risk.

    Too much of everything is bad. if you're purchasing citations try to get fewer citations instead of 100's of these. they will run bots and Google will eventually catch you.
    buy genuine gigs which are few but real citations of social signals.
