Pinging is basically the procedure of intimating the search engines whenever there is a new update on your website. Whenever you make an update on your website or your blog, and you want search engines to crawl that new update, you need to perform ping submissions.

Although, tread carefully and don't overdo it. You'll be good.

A ping submission simply lets search engines know your blog or website has been updated. If you want to let search engines know you updated your blog, you can use a tool like this: http://pingomatic.com/

Pinging a new page is something that only would be done for websites that search engines rarely crawl. You can just as easily get new content noticed and indexed by linking to it from a Google+ thread.

And no, you don't have to ping a whole bunch of places to get a new page noticed, you just need to post it on Google+ once. If it's worth indexing, it'll be indexed. Pinging certainly will not help a new page rank better, nor will it help it "get noticed" by people.

People have explained what it is for you, personally I don't even bother doing it anymore. Google will find your site regardless.

But if you want to do it, just do it once on a new site then once indexed don't worry about it. If you're using WordPress, that will ping for you by default.
