If there is already one Google My Business exits for my grocery store in old shop name which belongs to previous owner. I dont have access to that property. Shall i create a new Google my Business with a new name for that shop. But the address and phone numbers are same, only the name is changing. Is it possible to create with out any error or penalty. Or is it possible to change the old property name by getting the details from old owner.

Get the login details from old owner and update all required information. You cannot create the same business ID from same user account.

When you are taking over some business, you normally are getting complete package
lock, stock, and barrel where everything that related to that business become your property.

Old owner is obliged to transfer in your possession everything starting with keys and ending
with Open/Closed sign in the window and at least you are planing to change business name,
    it must be included.

With the same business Id, there may be less possibility to change details of the previous owner. You should start a new one with your details.

Get the login details from old owner and change the business name (or) start with fresh. Creating a new business is better. If possible to get login details you need to change the only business name.

Do not create a new one. That can create more problems.

You can request an ownership change through Google.

If you were to create a duplicate content this would open you up to a whole world of additional problems. As Mike mentioned, you can request a change of ownership from Google but this is slightly more complicated.

If you're looking an easier life then simply request the previous owner to transfer primary ownership of the account to you. If you are unable to do action this, then I believe that Google has ways in which it can verify that you are the new owner of the business.

It's less possibility that you can edit your business name.,yes there are add missing details options are available you can do that but you can not change the business name.
Still, if you want to add, create your id and try to add your business in google maps.

Google My Business is designed to be useful for businesses such as stores, venues and others which offer services to a physical address.
