Do nofollow backlinks & citations pass topical relevance?

Hello,
We know that dofollow links pass two things to the target URL: relevance & authority, and nofollow links block the authority transfer to our target.
My question is: do nofollow links transfer at least topical relevance? Can you improve the on-page niche/topical relevance of a website with nofollow links and citations from niche relevant websites?
For instance - if we have two equally relevant websites, with the same amount of niche relevant content, equally optimised; bringing some niche relevant backlinks & citations to one of them would make any difference in terms of niche/topical relevance?
