Do you need to host in the country you are targeting?

I', still struggling with blogging.
I have a couple of sites, nearly year old, but I feel I maybe went to broad with my niches and even though the sites have good articles (over 40 at least 1000 words long) but I just don't get any Google organic traffic.
Now I can't remember where I read this, but someone once wrote that if you are based in the UK let's say, Google won't rank your site if it's targeting the US, unless your hosting account is in the US
I don't know how much truth is in this, but just wondered if anyone ever noticed this before, as I am UK based trying to target US traffic and struggling.
I suppose my other problem could be I've been trying to do this all without back-links (income school method) yet I've seen less impressive sites soaring in no time with over $1,000 per month and 10,000 traffic.
Wow, it's an hard game ain't it?
