Local Vs National or Global

If you live in a small town surrounded by other small towns is it still better to go for local SEO (since you can capitalize on Google My Business listings) regardless or go with broader, national SEO and just do the best you can?
I live in SW FL and am surrounded by very small, tourist, retirement towns and there doesn't seem to be any interest in SEO or digital marketing at all. Most businesses are not online, most doctors don't have online reviews, most jobs are very low paying and seasonal - and it's like that until you get to Miami, which is maybe a 3 hour drive.
I know Neil Patel has been able to capitalize on national SEO but obviously, he's operating at a higher level in terms of SEO and budget.
