Is There a Good Tool to Create Widgets?

I'm trying to create a viral widget for a site that I own similar to:

Funny Computer Quotes Widget - Compare Laptop Computers Prices and Reviews

I'm looking for an easy widget creator that will allow me to create widgets and embed anchor text links back to my site.

I heard of GlitterTools but I don't think their site works anymore. WidgetBox.com is popular too, but you have to pay $100/m to create SEO friendly widgets.

Any other suggestions Warriors?
