    The answer to your question is Yes, Web 2.0s still works. But there is always some risk with this as the web 2.0 comes under gray-hat SEO techniques.

    Some of the sites that I personally found more beneficial and user friendly are;

    1) Medium.com

    2) Sites.google.com


    These 2 Web 2.0 sites also have a high DA and PA that will help you to improve your website's domain authority.

    Web 2.0 links are pretty dead. I know, I used to run a very successful web 2.0 link building service a while back. While it does still have SOME value, trying to use thin content (or crappy content) web 2.0 sites for link building purposes is a waste of time, UNLESS...

    ...you TRULY update that site regularly with good, original content and treat it as an actual blog. But the age of spamming a site to the top has come to an end. Anyone that tells you otherwise is talking out of his/her ***

    If you're looking for a legit web 2.0 site (not for spamming), I'd suggest Wordpress or Google Sites. There's really no need to use anything else unless you prefer other UI/page builders.
