Can you ask Google to change a site listing?

I was looking through some of the sites that are beating me in the search engine results and I have a hard time seeing how Google decides to place them so high. I found one site, on page one, with a keyword that had over 13 million competing sites and it is an old forum post from 2003 that someone necro'ed (an old thread that someone posts in after its been dead for a year). The sad thing is the post that brought it back up was just to say something stupid and added nothing to it. The whole thread is old and badly out of date information.

Can you report old, out of date information to Google or is this not really allowed since bad IM'ers would try and take down the competition?

    If there's a Adsense ad nearby try to click on Ads By Google and report the site has nothing to offer there.

    Other than that, I am not sure.

    Just because information is old does not mean it's out of date or irrelevant.

    Google's algorithm takes hundreds of things into account. Some of those things include relevancy to search term, age, number of backlinks, and so on.
    There's a good chance that a 6 year old post actually has a hell of a lot more backlinks than anything made this year.

    No you can't tell Google to remove competitors from the results... imagine that.

    I don't think so Google will remove it based on what you said, Google seems to follow links more than content...
