Is it safe to say this about these Google Search Console report metrics (impressions, avg position)

Is it safe to say that the more impressions you receive for a search term, the more Google likes you for that term (being that they're giving you more changes for it)?

And the lower your average position (moving closer to 1), the better you are performing for the term?

I see all sorts of articles that seem to complicate these metrics, but in 6 years doing SEO for one site, this has always seemed to prove true, with an increase in impressions + lowering of average position leading to more clicks in time, once a good position is achieved (many impressions and very high average position, of course not getting clicks yet).

Want to see what you all think. Perhaps I'm oversimplifying things and missing something.

    It is safe to say that Google does not likes for any term.

    If you get an impression,,it means Google thought your page matched the search query.

    If it shows 3 pages of results or 30, no matter where your page is in the results, you got one impression.

    The higher in the results your page it is, the better your SEO is (in comparison to the other page). And, the lower in thevresults it is, the lower you SEO is (in relation to the other pages in those results).

    "Google thought your page matched the search inquiry" = "Google likes you for that term". What I meant for most part.

    If they show you 30 times compared to 3, they "like you" more for that search.

    "The higher in the results your page it is, the better your SEO is" = "lower your average position (moving closer to 1), the better you are performing for the term". If you're familiar with the reports, the lower the number the better, because the number 1 spot in Google is 1. 1 would be better than 10 for instance, as 10 would be the the 10th spot on first page, so yes, lower is better.
