typically google will show the top 1000 results they feel are the most relevant but if there are less, they show less. In your case google only thinks 213 are relevant.

Set your search to show 100 results per page and then look at page 10 of a keyword, the results typically end in the 900's with a 'click here to see more results'

Words and Page occurrences of whatever keywords they believe are important in that search are what they return.

Google really doesn't return everything they index. The numbers seldom mean much.

I search for my sites this way to see who is scraping them and ranking.

Well, that ay be because in numbers google shows as the higher number of available results on the web for the search query but in search results appears only for the most relevant pages.

Google actually mean that there are totally 1830 website hits with that keyword. But it shows only the dominant websites related to that keyword. And remaining may not be considerably effective for that query.
