"Quoted" results higher than normal

I just noticed something interesting and I was wondering if anyone knows why something like this would happen.

Searching for : home remedies for cold sores

on google gives me 195,000 results

When I do the same search in quotes it returns 1,590,000

Isn't this the reverse of how it should work?
