PR9 backlinks

Google has stopped making PR available in 2013.
PR stands for Page Rank. Anyone talking about a website with a PR of anything does not know what they're talking about.
In case you were not around when Google made PR avaialbe, Bing.com, Yahoo.com, and such sites had a homepage with a PR of 9. Brand new pages always had a PR of 0. Once Google found links, it decided whether to keep them at 0 or move them higher.
It took 5 backlinks from 5 different pages with a PR of 0 to move a page from PR0 to PR1; 5 backlinks from 5 different pages with a PR of 2 to move a PR1 page to PR2 ( or 125 backlinks from pages with PR of 0. By the time you moved to PR 9, you needed hundreds of thousands of backlinks with PR of 0).
Short of it, spending $69 for 9 backlinks means these are very expensive backlinks...
