Does outbound linking to many pages help SEO?

Hi guys,

I have a brand new website and I'm trying to understand the benefits of outbound linking especially in light of "Google's new rules to reduce page rank for outbound links" (Not sure if i said that correctly.)

So lets say I link to 30-50 different websites at the bottom of my home page that are related and have high PR.

Will linking externally to important websites help to position me as an authority or resource in Googles eyes since I'm making it easy for people to find more stuff related to the topic?

Or can this hurt me by including 30 -50 different links on 1 page?

    it has been said that this can improve on page seo, it will just help google realize what ur site is about, but i dont know if it makes that big of a deal or improve ranking,
    you defiantly don't need 40 or 50 maybe 5- 10 at the most.
