Strictly For Seo Purposes?

This might seem like a stupid question but it's been on my mind and I just wanted some feed back from a professionals point of view.

If you wanted to build your site to be know as an authority in the eyes of Google and you had to make a choice, would you rather have your link placed on a relevant site with a page rank of 1 that receives lots of traffic or a relevant site with a page rank of 5 that receives little traffic?

Assume both site's are equal other than the points noted above.

Strictly for the purposes of being noticed as an authority!

If you want to get authority from Google to your site, you have to go with the PR5 site, As far as google had given good authority to that rather than PR1+ site.

Thank you for your response Amenda, this is also what I had in mind but I not sure if traffic levels play a part in being seen as an authority. In your experience, does traffic levels play any part in being seen as an authority?

I really think it would balance out in the end, and this is a situation where you have to look beyond just SEO benefit!

See people get so caught up in PR. So much to the point that they ignore newer sites. In the big picture these low PR sites should raise in PR, if they are good/ webmaster knows what they are doing.
Thank you for your response Borklin, I totally understand and respect your view, due to the fact that I know it to be 100% true, but I'm looking to build an authority as quickly and smoothly as possible without any guess work.

With that being said, using the example given in the original post and the need of building authority quick and smooth, having only the option of choosing one, would you still go with the pr 1 site that shows potential and has good traffic or the pr 5 site that has clearly already made it's mark?

      Why?
