SEO-Any issues with hyperlinks(bookmarks) for same page navigation?

HI all
sorry if the title doesnt make alot of sense. I have a website that requires alot of scrolling on a few of the pages. To make it easier for the reader I have created what is known as a bookmark whereby the reader is able to click on a link that will take them to different sections of the same page.
An example can be found found by clicking my sig link. If you click on onsite seo - or offsite seo and the other 2 links then you will navigate to another section of the same page.
I have a few questions.
Will this have any impact on SEO?
You will see that once you click on one of the links the url will change to something like bigseotechniques.com/#bookmark - im not sure if the search engine robots will see this as 2 urls with duplicate contents. If this is the case then what do you guys recommend I can do -
I am rewording the whole site as I rushed it before and will try and shorten it however just wanted to know if there was anything else I can do if I still require on page navigation links.
The 2nd question is if I was to create backlinks to the urls of these same page links then what kind of affect would that have?
