Does Google Adwords allow products promoting link building?

He guys,

Title says it all. I currently use MS Adcenter, but I was interested in launching a particular campaign selling a link building "newbies guide" via Adwords. I couldn't find a solid answer... anyone know if it's against Google's ToS?
