My site is in a U.S. server and in English. Would backlinks from other countries or other languages be relevant to build page rank?

I am mainly doing forum profile (website url, sig, bio, etc.) without posting at this stage. Does google still care about forum profile for page rank these days?

First, my advice would be not to worry or think about pagerank. What you should be concerned with is specific search engine rankings.

Google counts links from all countries, you just have to make sure that you get enough links with your keywords in the anchor text.

As far as profile links go, they are beneficial and can help as long as Google knows that they are there- meaning that those pages have to be indexed in Google to be worth anything.

    Cheers,

backlink from any site is of some worth except banned sites, so if you are a newbie then please first check that site is banned or not this can be done simply by writing the name of that specific site in google, if it shows results then it is not banned.

i hoe this is the answer of your question.

If the majority of backlinks from other countries than the U.S., would google think my site is not as relevant to U.S. internet users (my site needs U.S. visitors for business)? Maybe I am thinking too logically.

It is not too logical. You are thinking right. there are hundreds of .com sites. In fact most of the sites from where you are getting links are .com and in english.

getting links from local sites will not hurt but will not be as good as getting links from .com sites as you want only us visitors. Getting links from local sites will also cost you time so why not get links from only .com sites that are easily available.

If you are not targeting any particular keyword and just want higher page rank, then you can get links from any site.
