Backlink from PR3 domain which I redirect from, possible?

I've just ran SEO SpyGlass on my domain, and to my surprise a domain I have which is empty have gone from being PR0 to PR3. This domain does nothing, all it has is a page which executes the code below (redirect user to another domain)
This empty domain and the site I'm redirecting to have both got PR3 now

Altough this is just PR3 it has according to SEO SpyGlass very high link value (IMHO), because my domain isn't sharing that link juice with other domains. Not like Angela Backlinks where a PR9 backlink share the link juice with many hundred other domains.
A few questions related to this:
- Wonder if I can create a backlink from this empty domain to the domain I'm redirecting to?
- Wonder how to create such baclink, thinks it's not enough to just put a <a href="http://www.mydomain">mydomain</a>
- Wonder if I do that I can get google penalty?
