Enough to increase Google PR ?

Are these techniques enough to increase PR. If we do these things on regular basis that i have written below.

  1. Article submission with a link of website at the end
  2. Press Release
  3. Create minimum 3 daily topics in different high Rank forums with signature.
  4. Niche blog commenting in high PR websites on daily basis.
If there are any more techniques to increase PR than please mention.
