RANK in specific country?

Hey guys, i have been working on this website for about 2 months now and finally im ranked on page one of Google. i am targeting a french keyword, my site is in french. I just came to find out that i am on page 2 of google in France. How do i focus on ranking on a specific country? so i dont make this mistake again. i am currently in the united states.

    In order of importance:
    1. Site hosted in country being targeted
    2. Country selected in google webmaster tools
    3. Top level domain of the country targeted
    4. Language of site; use of country keywords; contact info based on country
    5. Links from sites in that country; listing in directories from that country

    (1) carries the most weight; (4) and (5) are guesses and its not known if they really make a difference ... but they could and are probably worth addressing.

    So in other words, maybe find a French web host to host your site?

    That 2nd one is interesting. I never heard that your own google webmaster tools settings can actually affect your site's SERPs?

      Go to your Google WMT's: Its in Site Configuration > Settings > Geographic Target > Target Users in [drop down menu]
