Hi:

I am reading a post describing a new site he just set up. He describes it as "a PR 0 all around." I am not sure what a PR 0 site is.

What a newbie I must be.

PR stands for Page Rank. It is a Google measurement of the trust of a webpage. You start out with a N/A and move up as you get more backlinks to your site.

It does not matter nearly as much as it once did but it is a decent indicator of how Google views the page/site in question.
