Does Linking Out To Irrelevant Sites Hurt My Rank?

I am thinking about allowing people to write articles that are relevant to my website's niche to post on my blog for free. Of course, it has no PR and isn't even indexed in Google yet, but once I get a little bit of content I will get it indexed and do a little more SEO with it.

But anywho, the gist goes: People write articles/blog posts that are relevant to my niche, I post it for free and they get their link in the post.

But I don't know if linking out to irrelevant sites is going to hurt my standing in Google's eyes. Ye, ne?

My biggest concern would be "dead" external links !

After a while that will be a nighmare when loads of
Newbies looking for links enthusiastically .... then just
get discourged with one program and "froggy" over to a new
one or change their site's structure and theme or go out
of business and shut down their site.

How would you handle that ... spend hours finding and
    deleting them?

Just my main thought at this time

I do this. Heck if it works for Ezinearticles why wouldn't it work for me. Especially since I only accept original content on my site.
