Youtube Adwords

Hi, I've tried to search this topic but couldn't find any. So I just put it here in a new thread.
I'm interested to place an adword on the youtube video page. I want to put it on the right side right above the related videos. How can I do that? I have designed a 300x250 image ad and set the ad to the managed placement of the youtube videos that I want. But it's never getting any impressions. Anything that I do wrong? Do I need to contact the channel owner to set the ads on?
