If it has already been updated you probably can't (unless the Google cache is still showing the old version, in which case you can compare and know that it was u[dated after the cahce date).

But you can monitor site changes by using changedetection.com.

You can just go to your FTP server and right click it and see properties there you can find the date last time your file was modified.
