Quoted result is higher than unquoted result

When I doing a keyword research using unquote, google give me few result, but when using quote, it's very large in differ..

how is that possible? isn't it suppose unquoted result is high than quoted result? or is it normal?

    Funny thing about google, when you search and there are not enough
    results, they will toss some in just as a suggestion.

    If you do a quote search, many times they will "unquote" it and try and
    figure out exactly what you want. That is, provided it makes sense.

    Many quoted searches have no meaning and give zero results. Google
    can't imagine what you want.

    I often wonder why people do stuff like this. Way too much time on
    their hands.

    But getting back to that quote thing. Google always tries to figure
    out what you want. Keep in mind I have not done the following and
    only using it as a suggestion. If you search for play time, google may
    think you are looking for play time stuff. If you do it in quotes, they
    will find every single sentence where the word time immediately follows
    play. Sometimes there may be more sentences with that word order
    than web pages on the subject.
