    - To avoid ad blindness you could test a plugin called Adsense Injector | drupal.org - This will rotate your websites ads.

    - Place some ads above the fold so that people are able to view your ads without scrolling down.

    - Test test test. Test different ad sizes, colors, etc.

    - Another thing I would test out is integrating an email opt-in box into your website design. Have people sign up for a free bonus of some sort, then set each opt in up with an auto responder sequence. In each email that you send out direct them back to a page on your website with additional adsense ads.

This is a great way to get more than one click out of your traffic.

    Good luck optimizing.

I think you'll find the question was about Adwords not Adsense - easy mistake though.

CTR - What ad positions do you have? This will obviously effect your CTR.
    Make your ads super relevent.
i.e. ensure your exact search keyword is in the ad title and try the ad body also.
One trick is to ad your keyword as an extention in your display url i.e. youdomain.com/search keyword

    Grab attention and interest.
Ask a question in the title and/or body
    be (a little) contoversial.
Sell benefits NOT FEATURES - and be specific.
i.e Lose 50lb of Fat in 1 Week
    NOT - Effective Diet Pills

There's loads of basic tips just serach on the web. Most apply to any sort of advertising not just Adwords.

Look at what others are doing (top three results)

The biggest thing though is split testing. Only the very lucky get 15% CTR
by chance. Create a seperate ad group for each keyword. i.e only one keyword per group. Create two identical ads (for the same ad group). Change ONE ELEMENT ONLY of one. Run the ads for a while and when one out performs the other then delete the poor performing ad and create a copy of the best one and again change one thing. rinse and repeat. Over time you should increase your CTR
