Make sure every page has unique content. To me this means at least 2 to 3 hundred words.

Next, backlinks to all pages wanting to be ranked.

All you need is to have the right KEYWORD in your content. Do some home work and use the right Keyword in your webpage. Cheers.

Hardly any great insight here so far, so I thought I'd wade in...

All the usual backlinking strategies will work, but you need to deeplink to internal pages (as *has* already been mentioned). You'l find that the more pages you get to rank, the easier it becomes, because your site has internal linking boosting new pages. This is one reason why larger sites are easier to rank for more competitive terms than minisites. Having said that, one of the challenges with ranking internal pages is that you can take advantage of exact keyword match domains, as you can with minisites.

Deep link blog comments are easy to get if you target blogs with the KeywordLuv plugin. Forum profiles are a firm favourite too, providing the phrases you're targetting don't have huge competition. Finally, the age old method of submitting to article directories can give a few well needed strong(er) backlinks to your internal pages.

Oh, and if you want "serious traffic" and have minimal budget you might want to consider PPC via Adwrods on the Content Network.

    Hope this helps

The real answer is to have an authority site.

You build links, mostly, to your main index page. The PR and
authority is passed to the sub pages. Imperative to have any and
all important articles readily linked off the main page. Blogs are a
      tad different, but same idea.

You don't have to build links to each and every page. That would
be a waste of time. You can mix it up now and then, but spend
time and effort linking to the main page. Toss a few bones to
      others for variety.

You have a side bar that appears on each page with an index of links
on your page. If your site is huge, it can be split up, but not too
      deeply.

Internal linking seems to be one of the best kept secrets.

On-page and off page optimization are one of the best way to promote your pages. You can also do different SEO strategy to deliver traffic to your site like social bookmarking and article submission.
