Genuine Adsense Account - Selling through Adwords!!

I just saw an Advertisement inside my Gmail which is Selling Genuine Adsense accounts.

I checked the site. They were selling it for $59 with some free ebooks.



My question is, How did the ad passed Adwords approval?
How they approved an ad which is against Google's Tos?

    This actually helps for people who get's declined by adsense over and over. The approval of adsense these days are getting tougher and tougher and some needed services like this where they use the createors website to get approved.

    But I think that account will get banned sooner or later. Just wait and when google see's that all the accounts that are connected to them and they will get banned as well (I Hope not)
