AdSense won't approve me?

Hello there,
I know this post is invaluable for you guys, but any response would be very valuable for me... So I beg your understanding.
I have applied for Google AdSense membership with my primary gmail email address and still haven't got approved by them. It has been about three weeks now. They claim they are approving new members in one weeks maximum, but if so, I am two weeks over limit already.
If there was ANY reaction by them, even disapprovement, It would be better than this. When I tried to apply once more, they assert that my e-mail address is already connected to the AdSense PPC system and that the application is still under review.
Should I wait more or should I give it a try to write to them? I have bad experience with writing to the Google support, as they have never responded to me (they are probably getting flooded with e-mails).
