is it better to focus how many links an individual page has instead?

I'm currently targeting a few keywords that when checked on google, they may only have 0 - 10 links for that page but the domain might have thousands of links.

Are these type of pages harder to beat because the top domain has thousands of links overall?

Hope this makes sense.

    If i got you right, you are referring to targeting a keyword phrase which your competitors have on their inner pages with a few backlinks (0-10) pointing at those inner pages while their domain has many backlinks.

    If the above is the scenario, then it is very achievable to beat them as the most important component of Google's algorithm that applies in this case is "relevancy" which applies to the inner pages and not the home page.

    If you do a good on-site optimization of your own relevant inner page that contains the keyword phrase in its title, and then get a significant number of quality backlinks pointing at this inner page, much more than your competitors, you are likely to supercede them in ranking for that phrase.

    Note that other factors such as PR, age of site etc still play a part but you will have seen new sites with PR=0 still outrank older sites with higher PR in the SERPS to buttress that "relevancy" with high number of quality backlinks pointing to the relevant page is weighed far superior for this purpose, within Google algorithm.

    The high number of backlinks pointing to the home page of your competitors is more important in helping them get a higher PR rather than being better ranked in the SERPS but indirectly still plays a smaller part relative to "relevancy", in SERPS ranking.

    Of course numbers do matter but quality wins over quantity. So whenever you are going for numbers do not undermine the quality. Other wise your efforts will be futile.

    Yes, the link profile for the entire domain (in addition to the link profile for the page) can contribute to your competitors' rankings. That doesn't mean that you can't beat them for that particular keyword, but may indicate that you're going up against authority sites that even though they are less optimized than you have a certain amount of trust allotted to them by Google.
