When is the goos time adding adsense to my site ?

I read in forum when you add the Adsense to the site , the site position going down .
My sites is in page 3 in google , should i wait until the site show up in 1st page or add adsense Id now?
One more question, did i need adsense account per sites ?

    Why would google punish people for using their advertising system? That is the most illogical thing I've ever heard.
