Click To Call Ads (adwords)

I've been playing with google adwords click-to-call ads and am a bit confused. In my case, I have just a phone number, not a web site (and google does not ask me to provide a url). So, in theory, the user should only be able to call the number (since there is no url to click through to).

For some campaigns, I get lots of clicks/calls registered on adwords but no actual calls. Does anybody know of any way to figure out what is going on?

Click to call ads (adwords) in order to connect in the host we use url to access in the page but i just do't get it can anyone explain in this thread on this things work.
