How is this website Pagerank 5??

Someone over at DP forums offered me this site to buy:

stepspalc.org

Now I'm not an SEO or SERPS expert by any stretch of the imagination but I think Ive learned enough to determine if a site is worth buying or not. My research indicates the following info on this site:

Domain age: 4 years
Indexed pages: 2
Backlinks to root URL: 3
Backlinks to domain: 34 (30 useless links and 4 links to .gov and .us pages)

And thats pretty much it. I dont understand how this site could ever reach PR5 based on the info above. Is it the fact that it has 4 links to .gov sites (PR6, PR4, and 2 x PR2 links) that gives it enough juice to gain PR5?

Any other useful clues appreciated!

    Yep, one PR 6 can do a lot.. there are two PR 4's, a PR3, and the rest are still from authority sites.

    Seems pretty solid.

      Absoloutely, Brad!

      Plus the domain age gives it a boost as well. 4 years is a long time when you think that this is about as long as Facebook has been around.

      You can get a PR not exceeding the PR of the site which links to you.

      Also, going PR0 to PR1 is a lot easier than going from PR1 to PR2, and so on Going from PR0 to PR5 in 12 months is possible for a blog, but you have to work the .govs and .edu sites like a rented mule.

        Wow! The power of PR6 eh?

        Ive never bought a site from anyone before but I am tempted to try this. The idea being that I can use this site, for example, to give juice to my growing network of new blogs.

        Assuming I did purchase it, I'd like to overhaul the site because the design cant even be described as basic! I guess as long as I keep the pages that are getting the juice from the the good backlinks, I assume I can change the rest of the site to my hearts content and not screw up its current pagerank?

          Yes, the changes you make to the site will not effect the back-links, unless you change it in some way to make the linking site remove the back-link (offensive material, etc).

          And yes, using a PR5 to one way link to your PR0 site will work, but remember that the site you're linking TO cannot get more than PR4 from this link, and it takes quarters, not months, for PR to show up. I don't think the Caffeine update changed that bit of the algorithm.

          Domain Age, and end registration date are also a factors in PR. If your domain is not registered for more than 12 month from todays date (whatever day that happens to be), some browsers treat the site as a "possible security risk". Get 24 months to be safe.

    This website was previously owned by "Steps To A HealthierPA Luzerne County" which was some sort of local health organization. This is what was on that website in 2008.

    The links were to that website at that time, not to the existing website put up by the current owner. Probably, a lot of backlinks to that site had been removed already. Therefore, this domain is at high risk of having its PR downgraded.
