Adsense for domains, why this domain refused?

Howdy.
I am in the process of going through my domain portfolio and have set some up for adsense for domains.
The domain accidenthelplines.com was declined due to 'policy violation'
I have checked the policy and the only thing I can think of is this:
'References to tragedies or other sensitive current events'
Yet if you search google for 'no win no fee' you will see loads of adsense adds for accident helpines so I dont think it can be this.
I did resubmit the domain for approval.
What do you think.
