Template Footer Links for Backlinks-Anyone have experience with this?

I was spying on a niche site through yahoo site explorer and noticed that some of their links were coming from footer links on templates. I hope none of you here own this website if so then I apologize. Here is an example,
hxxp://www.usagolfcourses.org/ (replace the x's with tt)
if you notice on the footer there is a link to their site with anchor text.
Do any of you have experience doing this kind of link building? I mean, I'm assuming you'd have to have pretty awesome templates so that people will actually use them, but this template here is not that great. Or do you think this person owns this domain as well?
If any of you have information on how to do this i'd appreciate it or if you direct me to another source that would be great. Thanks.
