Question About "nofollow" & Home Page Links?

When I did my link building for my last site ( which I've now scrapped ) I went to a link building service to get some back links.

The link building service was a bad choice & I ended up with hundreds of useless spammy links placed all over the place using software.

So I'm now being really carefull with my link building on my new sites.

So far I've submitted some articles, got a few .edu & one .gov back links & I've done some bookmarking too.

I've found a topic relevant blog with a PR5 & the owner has offered me a text link on the home page for a reasonable price.

But...

I checked the source code of the blog & found the "nofollow" tag.

My question is, dose the "nofollow" tag effect blog comments only or will this have an effect on all outbound links including the home page?

    If the link no-follow no PageRank juice is going to be passed, but it does help your website visibility in regards to getting ranked more quickly. You're getting exposure from it, so I guess you should think about it as an advertisement rather than linkbuilding.
