Id have to ask why you think you really need to do that ? , there are millions of sites out there that really "shouldnt" be indexed , Google will find them eventually , i wouldnt waste your time. Im guessing the site you are talking about is a competitor and you wish to remove them to make your life easier ? My advise.....do it properly and get that position with out trying to ruin another site, what some people consider unethical other people may not.

You can submit your site to Google and verify it. I think that can help if your site was stopped indexing.

I wouldn't waste my time. You aren't going to make a dent in it it anyways and, chances are, Google isn't going to listen to you anyway. Spend your time doing something more productive.

I don't think why you have to do that. If the site is garbage, Google will eventually stop sending traffic to the site. And you are better off to work on your own site than wasting time to report these bad sites.

If the site is garbage, then they will pay for traffic and the visitor will not stay - they will soon stop throwing money at it.

If they are just a competitor, then market forces apply - either compete or don't.

Best way to neutralise a competitors adword campaign is to get P1 organic!

1. Open any website. See Google ads. You will see a link Ads By Google. Click on it. It will take you to google website.. Submit the form what you want to convey.
2. Use robots file or add meta tag noindex to block bots...

We are going in circles--I'd much prefer a direct link that end the chase than more posts on how to find something.

You should prob focus on your own websites and let Google deal with these issues. Google prob receives many complaints about other websites from people and I would say most are ignored. Remember this could be an easy way to remove your competitors.

Google does provide numerous ways to contact them, there are support email ids for each of their product, if it is adsense issue then each ad block has a "ads by google" through which you can contact them, but since you say that you are trying to complain against the content, then you can contact them through the webmaster central area.
