How to find unique SEO services?

I'm looking for a somewhat rare SEO service, or at least, it doesn't appear to be widely advertised when I looked at the Warriors looking for work area. All I saw were profile link building services and article spinning/submission. So I'm hoping you guys can point me to someone reputable that can do this work:
1) They index the site using an article submission
2) They build blog sidebar links that stay on a site's homepage.
3) Manually comment on high PR news or similar sites with RELEVANT comments. They don't have to read the article, but it should at least relate to the title or express an opinion that has something to do with the content.
It doesn't have to be a ridiculous number of links because I will be targeting small niche markets, but I want to hit #1-3 for my keywords and I believe this strategy will do that. Does anyone know of a reputable service that does this? Sorry if this isn't the right place to post this but I'm looking for recommendations from other warriors. Thanks.
