It's probably because you are getting low value links and/or links that aren't being found by Googlebot.

There could be other factors at play such as slow load speeds, erratic server uptime, poor on-site SEO and such but usually, everything goes back to the quality and quantity of links.

Quick question, how many links in what kind of time period have you put up?

You need some high PageRank dofollow backlinks. Not from high-PR domains--from high PR pages.

Pauls packets are giving you a bunch of PR0 links.

Low quality links like this are not going to get you good long terms results..

Start getting links from a diverse source...

Not just profile and social bookmarking links...

Are you getting links from relavant sites? How long have you been getting links. How many links do you have in comparison to your competitors? What are the PR of the links that you are getting verses the PR of your competitors?

You may have been on page one for what many call a 'honeymoon' period and then had your site drop to where it supposed to be ranked. This happens all the time.

Like bgmacaw said, there are a lot of other factors that can determine your rankings.

Sounds like a good method Michael Scott. Its such a strange art, backlinking.
I have been finding it too, less links, but climbing up the ladder in google. More links, sliding backwards!

Yes, it can be unpredictable at times but I think this happens when your site starts to appear more natural than you competition.

I have found that the age of your high-PR links matter a lot. If you have a PR 5 backlinks that has been there for 6 months you tend to see that your page won't dance around anymore. It holds its spot and allows you to rank higher without slipping.
